The A’chik Conscious Holistically Integrated Krima (ACHIK) has issued a seven-day ultimatum to the state government, demanding the retrospective application of the roster system to administer the state’s reservation policy.
In a press statement issued today, ACHIK made no mention of the expert committee that the state government has decided will review the roster system and reservation policy (RS and RP).
Instead, ACHIK repeated its previously voiced arguments that retrospective implementation of the RS will guarantee “fair representation of marginalised communities in public employment” and rectify a “long-standing injustice and uphold the principles of social equality and inclusivity.”
“By allocating reserved positions in a cyclic manner, the Roster System ensures fair representation for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and other eligible categories. Its retrospective implementation is crucial to rectify past injustices and create a level playing field for all citizens,” ACHIK president Thomas M Marak said, adding that it is “disheartening” that it has not been implemented yet. “The retrospective implementation of the Roster System is not a mere suggestion; it is a constitutional mandate that cannot be ignored. This inaction not only contravenes constitutional principles but also denies deserving individuals the opportunities they rightfully deserve. The government must recognise that justice delayed is justice denied and act promptly to rectify this situation.”
ACHIK wants retrospective implementation in all public sector organisations, departments and educational institutions. This may pose administrative challenges, Marak admitted, but that cannot be used as an excuse for inaction.
The pressure group wants a response to its ultimatum “with a clear and actionable plan” within seven days and also said that the government must engage in “meaningful consultation” with legal experts, representatives of marginalised communities and concerned stakeholders to develop an effective roadmap for implementation.
