The Hynniewtrep National Youth Movement (HNYM) has urged Hima Mylliem not to spare non-Khasi self-styled Rangbah Shnongs who are issuing no-objection certificates (NOCs) in Raid Marwet, Ri-Bhoi.
Hima Mylliem had, in December, sent a letter to the Deputy Commissioner of Ri-Bhoi to state that the district administration should not accept any land-related NOCs and certificates issue by Garo or other non-Khasis claiming to be Rangbah Shnong in villages under Raid Marwet.
Despite this, “one self-styled Rangbah Shnong, Chotu Sangma, had on January 23 continued to issue NOCs to non-Khasis, flouting the rules of Hima Mylliem,” a representative of the HNYF said at a press conference today.
The Acting Syiem of Hima Mylliem had promised the pressure group that it will file an FIR against Sangma.
With Raid Marwet holding many tribal Garo residents, the Khasi Hills Autonomous District Council (KHADC) had planned to create a Circle Rangbah Shnong for the 58 villages inhabited by Garos in the Raid and this official would be empowered to issue NOCs and other documents.
The HNYF accused the KHADC of being lackadaisical over non-Khasi headmen, adding that the council members use Hima Mylliem as an ATM card to draw revenue to further their political ambitions.
“The EMs and the MDCs in the KHADC have no time to deliberate on the various anomalies under Hima Mylliem and to date Hima Mylliem does not even have a transparent budget or accountability and neither a full-fledged Syiem. The entire Hima Mylliem, comprising 16 Raids and uncountable villages, are managed by only 11 myntris, including the Acting Syiem, out of a total prescribed number of 44 myntris,” the HNYF said.
