The Khasi Students’ Union (KSU) has suggested 50 per cent reservation for Khasi-Jaintia community and 40 per cent for Garo community, amounting to a combined reservation of 90 per cent of the posts instead of separate reservations.
The KSU’s suggestions were submitted today to the Expert Committee on the State Reservation Policy headed by Justice (Rtd) Mool Chand Garg.
The KSU also proposed for an additional 5 per cent reservation for other Scheduled Castes and Scheduled Tribes of Meghalaya.
The KSU further suggests that preference should be given to local candidates permanently residing in the respective district where job vacancies occur.
If there are no interested candidates from one community, the combined reservation should be available to the other community in that district, it said.
To prevent the deprivation of fresh, qualified candidates for government jobs, the KSU proposes that the revised reservation policy should have a prospective effect from the date it comes into effect or is published in the Gazette of Meghalaya.
The students’ body also proposed that the reservation policy should not apply to vacancies filled by transfer, deputation, promotion, temporary appointments of less than one year, or purely temporary positions such as work-charged staff, daily-rated, and monthly-rated staff.
Additionally, the KSU suggested that any backlog reserved vacancies should be deleted or omitted in the next recruitment cycle.
It proposed that these unfulfilled vacancies should be filled through direct recruitment after the same was intimated to the Personnel and AR (B) Department.
Further, the KSU emphasised the applicability of the reservation policy for unfilled vacancies at the State level and suggested the deletion of reserved backlog vacancies not filled due to the absence of suitable candidates.
It may be mentioned that the expert committee headed by Justice (Retd) Mool Chand Garg has recently issued a public notice seeking consultation, suggestions, and comments on the State reservation policy in order to gather comprehensive feedback from all stakeholders in the State on the policy.
