Shillong, Jun 17: The Khun Hynñiewtrep National Awakening Movement (KHNAM) has raised concerns over the delay in the amendment to Rule 128 of the Assam and Meghalaya Autonomous Districts Rules, 1951.
KHNAM working president Thomas Passah said the party had sought the amendment since 2016 from the Khasi Hills Autonomous District Council (KHADC).
He said multiple representations were made to the Chief Executive Member (CEM) since April 2025. Despite following up with the new CEM, KHNAM is still awaiting action. “Things are not being prioritised at the right time when opportunities were available,” he said.
Passah said that the KHADC has constituted a committee to look into the AD Rules, which could be time consuming. “We are of the opinion that it is important to amend AD Rule 128 first which is much simpler and then later on let the committee look into other aspects of the Rules,” he said.
He observed that if the amendment is taken up now, the state government and the governor would “prioritise the process to assent the amendment.”
“In times to come, if the Governor is changed and if there are any obstacles in getting the assent of the amendment, the responsibility will be of the present EC of the KHADC who chose to hold back and delay when the time was right,” he added.
