GHADC staff file complaint against Tura OC for rejecting complaint

Members of the Non Gazetted Employees Association (NGEA) of the GHADC today filed a formal complaint to the Superintendent of Police West Garo Hills against the officer in charge of the Tura PS after the OC allegedly refused to accept a FIR against the secretary to the GHADC, Rikse Marak.

The complaint against the OC was filed under Sec 154(3) of the Criminal Procedure Code, 1973.

In their complaint to the SP, the NGEA members alleged that on December 18, they had filed a complaint against the secretary over the accusation that the secretary, through her driver had tried to take out important files from the office on a state declared holiday, that too during the evening.

Interestingly another case, by the secretary, has also been filed against the NGEA members for protesting in the GHADC and not allowing staff to attend office. The complaint was filed on the same day.

“We are highly aggrieved and dissatisfied by the OC, who despite receiving the FIR on the same day has not registered the complaint against the secretary. This shows that he has malafide intentions and is trying to protect the secretary from legal action,” alleged the NGEA members in their complaint.

December 18 was a state holiday on account of the 78th death anniversary of U Soso Tham.

“On December 18, while she (Rikse) was in Shillong, she sent a peon, Karny Marak to take out files from the office at about 5:45 pm. This is highly illegal as there was no written order from the administrator of GHADC allowing such action,” they added.

Karny Marak allegedly forced the chowkidar to open the gate and when he was stopped by the NGEA members began to threaten them with dire consequences.

Following the altercation, both parties filed an FIR against each other. However the NGEA alleged that while investigation of the FIR filed by Rikse has already begun, their FIR has not even been registered.

“It was a state holiday when the FIR was filed, so even if we were protesting, action should have been initiated by the deputy commissioner and not by the secretary. Her FIR is being investigated but ours is being sat upon,” alleged the NGEA members.

Speaking on the issue, the SP of WGH, Dr MGR Kumar said that he was yet to see the complaint first hand but would nevertheless direct his officers to take up the matter earnestly.

“I will seek a detailed report in this connection from the supervisory officer for necessary action if any,” said Dr Kumar.
