Jowai, Nov 20: Opposition Members in the Jaiñtia Hills Autonomous District Council (JHADC) were again left frustrated over the length of the session.
The winter session of the JHADC began today and ended on the same day.
This was not the first, as the summer session was held for one day in July. Opposition members had then raised the issue with Deputy Chairman Wailad Dameshwa Siangshai.
Today, Chairman Sankey Shangpung agreed to allow each member to put up two questions during the question hour.
War Central MDC Jamshaphrang Pohtam, seemingly annoyed, slammed the table and refused to take part in the question hour.
Meanwhile, the JHADC also discussed a motion on the inter-state border issue concerning Lapangap village. Chief Executive Member Thombor Shiwat told the house that villagers have been facing harassment and informed about the clash during the harvest season. He said the district council has sought land documents and land holding from residents of Lapang, which were submitted to the State government to pursue the boundary talks.
Shiwat said the police beat house has been encroached by Assam and though the district council had on many occasions approached Karbi Anglong to hold talks, the latter refuses.
The house also discussed the Jaiñtia Hills Autonomous District (Establishment of Elaka and Village Election Act 2015 Appointment, Power, Functions and Jurisdiction of Dolloi/Sirdar and Waheh Shnong) Act 2015, wherein it was suggested that waheh shnongs should not issue no objection certificates at random, especially to non-tribals.
Shiwat informed the house that the district council had approached the State to extend the Digital India Land Records Modernization Programme (DILRMP) to digitise and modernise land records. He said two awareness programmes on the scheme were conducted at Mukhla Mission and Mukhla Pyllun.
