In a clarification to the news item that appeared in the Highland Post on 23rd of December 2022 alleging harassment by NHM boss against women employee and later sacking her from the service, the District Health authority would like to inform that the information given in the news was only one sided which comes only from the complaining staff without making any effort to further ascertain the exact cause of the whole incident. The District Health authority would like to clarify that the whole incident can be referred back to the period when Smt. Tracy Merry G. Momin, PHC Accountant on contract basis under NHM was in service whereby she had repeatedly displayed indiscipline and irresponsible services in the discharge of her duty despite the fact that several explanation calls were served upon her and that the authority had given her enough opportunity to correct herself on humanitarian ground.
Concerning her unauthorised absenteeism and negligence of duty, or absconding from monthly meetings, improper maintenance of records and registers and other office activities she had been even provided with verbal warnings by the authority which is in the interest of public service and with the good intention to give her a chance to correct herself.
However, the incumbent does not have the willingness to listen to the authority but instead became a rebellion and went on to complain to the higher authority because of which the magisterial enquiry was conducted at the level of District Magistrate. Based on the findings of the enquiry report whereby the incumbent was found to have breached the terms of the contract, she was terminated from her service.
While dismissing the allegation that the termination letter was served only to her and not to other complainants, it was clarified that since the appointees are from different establishments, the same was referred to the appropriate authority and leaving behind is another appointee under NHM to whom a warning letter was issued accordingly. In the opinion of the authority, terminating her from the job was the last option as she will never learn to correct herself nor try to introspect on the part of the mistakes that she committed thereby setting a bad precedent for other staff, who performed well.
