Shillong, Oct 30: A resident of Gare Gittim in South Garo Hills has lodged a complaint with the Meghalaya Human Rights Commission (MHRC) against Nongalbibra Police Station for not registering a FIR against a JJM contractor and officials of the Williamnagar PHE.
Tengba Marak, in the complaint to the commission stated that he had submitted a FIR on August 2025 against JJM Contractor LD Shira (Full name is not shown in the RTI reply), Williamnagar PHE officers and third party inspectors for their substandard work, incompletion, and manipulation in obtaining the signatures of the beneficiaries/villagers for withdrawing the JJM fund from the project at Gare Songmong.
However, he said police officers intentionally refused to register the FIR even after conducting the preliminary investigation. Marak said he waited for over a month and cooperated with the police who never provided acknowledgement or reasons for inaction.
Marak said this amounts to violation of fundamental rights under Section 14 and 21 of the Constitution, statutory duty under Section 173 BNSS and the Supreme Court order.
The resident urged the commission to direct the South Garo Hills SP to register the FIR, constitute a departmental inquiry against officers of the police station, and to compensate and protect him from retaliatory action.
