      The Dawn In J&K: Modi’s Vision of Unity, Development, and Peace

      On August 5, 2019, the Indian government made a historic decision that would forever change the landscape of Jammu & Kashmir. The abrogation of Article 370 and the subsequent bifurcation of the State into two Union Territories—Jammu & Kashmir and Ladakh—marked a turning point in the region’s history. This bold move by Prime Minister Narendra Modi’s government is widely regarded as one of the most significant achievements since India’s Independence. It was not just a constitutional change but a paradigm shift that aimed to bring peace, prosperity, and progress to a region that had long been mired in conflict and underdevelopment.

      The Legacy of Article 370 and the Need for Change: For decades, Jammu & Kashmir operated under a unique constitutional arrangement due to Article 370, which granted it special autonomy. While this provision was intended to protect the region’s unique identity, it also created a sense of isolation from the rest of India. Over time, this isolation contributed to a cycle of unrest, militancy, and underdevelopment. The State’s democratic institutions, particularly at the grassroots level, suffered immensely. The absence of elected local bodies deprived the people of the power to make decisions about their own development, and resources that should have flowed to rural and urban areas were often diverted to vested interests.

      The situation was exacerbated by long years of political instability, corruption, and poor governance. Infrastructure development was sluggish, employment opportunities were scarce, and basic amenities were lacking. The people of Jammu & Kashmir were caught in a vicious cycle of violence and deprivation, with little hope for a better future.

      The Bold Move – Abrogation of Article 370: The abrogation of Article 370 was a bold and controversial decision, but it was one that Prime Minister Narendra Modi and his government believed was necessary to bring Jammu & Kashmir into the national mainstream. By revoking the special status, the government aimed to integrate the region fully with the rest of India, ensuring that the benefits of development and good governance would finally reach the people.

      The creation of the two Union Territories—Jammu & Kashmir and Ladakh — was not just a change in administrative boundaries but a clear message that the region would no longer be left behind. The government’s focus shifted to development, governance, and the empowerment of the people, with the ultimate goal of making Jammu & Kashmir a model of peace and prosperity.

      Accelerated Development: A New Era of Progress: Since the reorganisation of the region, Jammu & Kashmir has witnessed an unprecedented spate of development initiatives. The government has prioritised infrastructure development, governance reforms, employment generation, social inclusion, and economic growth. The results have been nothing short of transformative.

      One of the most significant changes has been the revival of democratic institutions at the grassroots level. For the first time in many years, Panchayati Raj institutions were established and made functional. Over Rs. 366 crore was released directly to 4,483 panchayats, ensuring that funds intended for development actually reached the people. This marked a departure from the past when such resources were often diverted to the pockets of the powerful.

      In addition to strengthening local governance, the government has initiated and accelerated a wide range of infrastructure projects. Work on 2,206 languishing projects that had been stalled for years was restarted with renewed vigour. Road construction, flood management, water supply, and power generation projects have been undertaken on an unprecedented scale. The government’s commitment to 100 per cent household electrification was realised, and the process of setting up over 330 schools, colleges, and a university is well underway.

      Medical infrastructure has also seen significant improvements, with Rs. 881 crore earmarked for rebuilding health institutions. Of the 144 health projects initiated, 60 have already been completed. These efforts have brought much-needed healthcare services to the people of Jammu & Kashmir, particularly in remote and underserved areas.

      Empowerment through Employment and Education: The creation of the new Union Territories has also led to the generation of 43,000 new employment opportunities, providing a lifeline to the region’s youth. In addition to government jobs, there has been a significant push towards skill development and entrepreneurship. Over eight lakh young people have received financial assistance to start their own enterprises, and nine lakh women are now affiliated with self-help groups, giving them the financial independence and empowerment they need to improve their lives.

      The government’s focus on education has been another critical area of development. In addition to the construction of new schools and colleges, there has been a concerted effort to improve the quality of education and make it more accessible to all. Scholarships have been provided to deserving students, and efforts are being made to ensure that every child in Jammu & Kashmir has access to quality education.

      Infrastructure Boom: Connecting Jammu & Kashmir with the Rest of India: One of the most visible signs of progress in Jammu & Kashmir has been the massive infrastructure boom that is currently underway. Highway and tunnel projects worth Rs. 1.5 lakh crore are being implemented, including the Katra-Delhi Greenfield Expressway, which is set to become operational this year. Srinagar, once isolated by its geographical location, now sees 140 flights a day, connecting it more closely with the rest of India.

      The long-awaited Kashmir-Kanyakumari rail link is also expected to be operational this year, further integrating the region with the national transport network. These projects are not just about improving connectivity; they are about opening up new opportunities for trade, tourism, and economic growth, which will benefit the people of Jammu & Kashmir for generations to come.

      The government’s efforts to boost agriculture, a critical sector in the region, are also beginning to bear fruit. A comprehensive plan of 29 projects aimed at transforming agriculture and doubling its contribution to the State’s GDP has been launched. Today, projects worth Rs. 7,000 crore have already been commissioned, and additional projects worth Rs. 20,000 crore are under implementation.

      Transparency and Accountability: A New Era of Governance: One of the cornerstones of the government’s strategy in Jammu & Kashmir has been the promotion of transparency and accountability in governance. The launch of the Jammu & Kashmir Infrastructure Monitoring System (JKIMS) has been a game-changer in this regard. This innovative portal allows for real-time monitoring of development projects, with features like geo-tagging, project completion certificates, and image uploading facilities. A dashboard has been created for the public to access information on project implementation in their districts, encouraging community participation and social audits.

      The government has also taken significant steps to combat corruption, which has long plagued the region. The Central Right to Information (RTI) Act of 2005 has been fully enforced in Jammu & Kashmir, giving citizens the power to demand transparency from their government. The establishment of the Anti-Corruption Bureau has provided a robust mechanism to investigate and prosecute corrupt officials, ensuring that the benefits of development reach the people rather than being siphoned off by the powerful.

      For the speedy resolution of service matters, a Central Administrative Tribunal has been set up, providing a platform for government employees to seek justice and resolve disputes. These measures have not only improved governance but have also restored the people’s faith in the rule of law and the Indian Constitution.

      A Model of Urban Transformation and National Unity: The transformation of Jammu & Kashmir is not just about development; it is about restoring the region’s place within the Indian Union and reaffirming the country’s commitment to its unity and integrity. The people of Jammu & Kashmir have seen a resurgence of patriotism and confidence in the Constitution of India. The region is now being touted as a “model of urban transformation,” with the pace of development being ten times faster than it was before 2019.

      Citizens now have access to over 1,100 time-bound services online, compared to just two dozen five years ago. This has made government services more accessible, efficient, and transparent, further empowering the people.

      A New Era of Peace, Prosperity, and Progress: Five years after the abrogation of Article 370, Jammu & Kashmir is on a path of peace, prosperity, and progress. The proactive measures taken by Prime Minister Narendra Modi’s government have ushered in a new era of development and stability in the region. The people of Jammu & Kashmir are now beginning to see the fruits of these efforts, with improved infrastructure, better governance, increased employment opportunities, and enhanced social inclusion.

      The abrogation of Article 370 has not only transformed the physical and economic landscape of Jammu & Kashmir but has also rekindled a sense of national pride and unity. The people of the region are now more confident in their future, and the long-awaited smile is finally returning to their faces.

      As Jammu & Kashmir continues to develop and integrate more closely with the rest of India, it stands as a testament to what can be achieved through determination, vision, and a commitment to the welfare of the people. The region’s transformation is a powerful reminder that even the most challenging problems can be overcome with the right leadership and a focus on inclusive development. The journey is far from over, but the progress made so far gives hope that the people of Jammu & Kashmir will finally enjoy the peace, prosperity, and dignity they have long deserved.
