A delegation comprising representatives from Dum Dum, Lumiablot and Nongthymmai, led by John F Kharshiing, has urged the Chairman of the Khasi Hills Autonomous District Council (KHADC), Pyniaid Sing Syiem, to immediately constitute a special committee made up of all MDCs representing constituencies within Hima Mylliem to improve governance in the area.
The delegation came to remind the KHADC about the letter it had submitted on the same issues last year.
Speaking to reporters, Kharshiing said that it is high time that the Hima Mylliem Act 2007-08 and rules of 2015 are amended so that the annual Dorbar Hima is conducted every year and accountability of the Hima from 2010 to 2020 is presented before the Hima’s subjects.
The KHADC purpose is futile if it cannot take the responsibility of bringing clear and good governance to Hima Mylliem, he added.
“It is shocking to see that all the MDCs falling under Hima Mylliem have never met to discuss the act and rules of Hima Mylliem,” Kharshiing said. “The KHADC has to see why the annual dorbar of Hima Mylliem has not been convened for so long including other issues.”
Hima Mylliem is headed by Ainam Manik Syiem, who is an Acting Syiem. Kharshiing questioned why a full-fledged Syiem has not been elected.
He also said that the delegation also suggested to the KHADC that the act and rules should also consist of rules regarding the convening of Dorbar Shnong, Dorbar Hima and Dorbar Raid.
