Shillong, Jun 15: The Khun Hynñiewtrep National Awakening Movement (KHNAM) has raised concerns regarding the State Sports Council’s non adherence to the Meghalaya Regular Casual Workers Scheme of 1996.
KHNAM working president Thomas Passah has criticised the council for not implementing the scheme effectively, which is designed to protect the rights of daily wage employees within the council.
He pointed out that as per the provisions outlined in Government Order No. PER (AR).36/95/7 dated September 16, 1996, casual workers with ten years of continuous service should be granted Regular Casual Worker (RCW) status. While Section 4 provides for essential leave and other benefits, Section 5 mandates that 50 per cent of Group D vacancies should be filled by RCWs. Additionally, this section stipulates that half of the RCWs’ service should count toward retirement benefits.
“The State Sports Council has failed to implement the above provisions of the RCW in letter and spirit,” Passah said.
He stated that daily wage employees are compensated below the rates established by the Labour Department and are also excluded from mandatory EPF and ESIC benefits.
KHNAM has demanded the council to begin applying the 1996 RCW provisions to its daily wage employees, align wage payments with Labour Department rates, and include all employees in the EPF and ESIC schemes. These actions, they argue, are crucial to safeguarding the rights of daily wage employees within the council.
