Shillong, Aug 25: The office of the Meghalaya Chief Electoral Officer today held an online review of the notice phase, hearings and claims and objections under Special Intensive Revision (SIR).
According to CEO BDR Tiwari, 6,43,439 notices were generated, of which 4,78,217 delivered and 1,65,222 pending deliveries. He directed priority service of remaining notices with sufficient time to electors to attend hearings.
The hearing process is underway with 62,343 hearings held with 9.69 per case identified for notice. The CEO directed each case be considered individually per prescribed procedure, with fair opportunity to explain and furnish documents, and no deletion from draft roll without due process and reasoned speaking order.
He said due to the law and order situation in East Khasi Hills, hearings have been cancelled till further orders in 14 Assembly Constituencies of the district. Cancellation does not apply to Shella, Pynursla and Sohra. Affected electors advised to await fresh dates and stay in contact with BLO/ERO/AERO.
He informed that there are 2,22,786 electors under No Mapping category and 4,28,858 with mapping discrepancies, a total of 6,51,644 cases requiring verification. Discrepancies recorded via ECINET include name mismatch with SIR 2005 records, parent name mismatch, age difference with parent less than 15 or more than 50 years, age gap less than nine months between siblings linked to same parent, more than six children linked to same parent, and age gap less than 40 years with grandparent.
The CEO has asked districts with high No Mapping to analyse BLO work during the enumeration phase.
On claims and objections after draft roll publication, he said a total of 5,848 applications were received, including, objection/deletion, shifting and correction.
The meeting also reviewed the grievance redressal facilities available to electors through the 1950 Voter Helpline with alternate mobile numbers, the NGSP web portal and the “Book a Call with BLO” facility.
He said 2,729 Book a Call requests have been received across the state, of which 2,502 requests have been responded to. A total of 78 requests are presently shown as pending, comprising 12 requests pending for less than 48 hours and 66 requests pending for more than 48 hours.
