Shillong, Aug 20: KHADC Executive Member in-charge of Trade, Winston Tony Lyngdoh today said that the district council has a stringent mechanism in place to monitor and regulate the entry of non-tribal labourers into the autonomous area of Meghalaya.
Lyngdoh stated that non-tribal labourers are scrutinised through the issuance of labour clearance certificates, a practice initiated during the tenure of former Chief Executive Member, Titosstar Well Chyne.
The Executive Member clarified that the KHADC has a clear policy of not issuing trade licenses to non-locals for businesses that can be handled by locals, except for big companies that require specialised expertise.
Lyngdoh explained that non-tribal labourers are required to obtain the labour clearance certificate and undergo regular checks by the lessee to ensure they possess the necessary certificate. Those found without the certificate are instructed to leave the area.
To obtain a labour clearance certificate, non-tribal labourers must provide documents such as EPIC cards, Aadhaar cards, and police verification to prove their Indian citizenship. Contractors are responsible for ensuring their labourers comply with these regulations.
Lyngdoh cited an example of Jiva Resort at Sohra who furnished a list of 33 skilled and unskilled employees, which was then verified by the KHADC. After confirming the validity of their documents, the labour clearance certificate was issued.
He urged contractors to furnish details of labourers brought from other states, enabling the KHADC to issue labour clearance certificates after completing the necessary procedures.
The KHADC’s efforts aim to regulate the entry of non-tribal labourers, ensuring compliance with regulations and mitigating concerns about the impact of influx on the local population.
