The new ‘Excise Management System’ will roll out in June in an attempt to plug leaks, put a stop to tax evasion, improve transparency and ensure accurate revenue collection through the sale of liquor in Meghalaya.
A meeting was held today chaired by Excise Minister Kyrmen Shylla to discuss the system’s implementation. The system is designed to provide an end-to-end tracking solution for liquor from the point of manufacture to the time of purchase by consumers.
Speaking to reporters, Commissioner and Secretary of the Revenue Department, Matsiewdor War Nongbri, explained that the system would ensure comprehensive tracking of alcohol products using QR codes, with each bottle and carton having its own code. This will allow authorities to trace the movement of liquor at every stage – from production and distribution to sale. Real-time data will be available to the Excise Department and the immediate scanning of QR codes will help track the exact location and status of the products.
This will give the government better control over revenue collection, Nongbri said, since it will be able to monitor the supply chain and minimise leakages. District officers will undergo in-depth training on how to operate the system, which will cover all stakeholders, including bottling plants, bonded warehouses and retail shops.
The rollout is targeted for June, with a 60-day timeline for completion. CMP Info System LLP, a company based in New Delhi, has been awarded the contract and will set up an office in Shillong to facilitate the implementation.
