Shillong, Jun 15: The Committee on Subordinate Legislation of the Bihar Legislative Assembly on Monday held an interaction meeting with its counterpart from the Meghalaya Legislative Assembly during a study visit to the State.
The meeting was chaired by Speaker of the Meghalaya Legislative Assembly, Thomas A. Sangma.
The Bihar delegation was led by the committee chairman Manohar Prasad Singh. Other members of the delegation included Chinmay Atit Singh, Murari Mohan Jha, Pankaj Thakur, Sujit Kumar, Abidur Rahman and Aasif. Officials accompanying the delegation included Suraj Kumar, Pankaj Kumar Rai, Shubham Kumar, Abhishek Kumar and Chandan Kumar Jaiswal.
The Meghalaya Committee on Subordinate Legislation was represented by its Chairman, Gavin Miguel Mylliem, along with members Dr. Mizanur Rahman Kazi and Damanbait Lamare.
Secretary of the Meghalaya Legislative Assembly, Malthus S. Sangma, and other officers of the Assembly Secretariat were also present during the meeting.
Speaking on the occasion, the Speaker welcomed the delegation and described the interaction between the two committees as productive and insightful.
He informed that the members discussed the present functioning of the committee in their respective legislative assemblies and exchanged views on legislative procedures, best practices and operational mechanisms. Members from both states shared their experiences, making the interaction constructive.
Sangma further noted that the visiting delegation took keen interest in the functioning of the Meghalaya Assembly’s committee system and appreciated the practices adopted by the state legislature. He added that the Bihar delegation was impressed by its visit to Meghalaya and found the discussions beneficial.
The Committee on Subordinate Legislation is an important legislative mechanism functioning within State Legislative Assemblies across India. Its primary role is to examine and report to the House on whether the powers delegated by the Legislature to the Executive for framing rules, regulations, bye-laws and other subordinate legislation are being exercised within the scope and intent of the parent legislation.
