Shillong, Oct 6: The Achik Conscious Holistically Integrated Krima (ACHIK) has demanded immediate termination of appointments made for Senior System Administrator and Assistant System Administrator under the Directorate of Accounts and Treasuries citing violation of the Meghalaya Job Reservation Policy.
In a letter to the Chief Minister, ACHIK stated there are flagrant anomalies in the appointment process, particularly affecting the Garos.
According to the organisation, the appointments bypassed the reservation policy wherein the mandated reservation roster was not applied, especially for Scheduled Tribes including the Garo community. Besides, the appointments did not have the prior approval from the State Cabinet.
It pointed out that the appointments were made directly by the Director of Accounts and Treasuries without the mandatory recommendation of the competent screening authority (MPSC/SCA), as required.
Furthermore, the process violates several Office Circulars issued by the Personnel and Administrative Reforms (P&AR) Department. The circulars explicitly outlined the procedures for recruitment and the strict adherence to the reservation policy, which has been ignored, ACHIK said.
“The appointed individuals were reportedly selected from external sources without a transparent, competitive process. There are serious concerns regarding whether all appointees possess the necessary qualifications, which discriminates against other meritorious and eligible candidates who follow the due process,” ACHIK President MM Sangma said.
He said the deliberate bypass of the reservation policy in the appointments has systematically deprived qualified candidates from the Garo community of their rightful opportunities. “This act not only perpetuates injustice but also erodes the trust of the Garo society in the state’s administration and its commitment to equitable development,” he added.
ACHIK has demanded the constitution of a high-level independent inquiry committee to investigate the entire appointment process, fix responsibility on the officials involved in this irregularity, and initiate appropriate disciplinary action.
It also wants a fresh, transparent recruitment process in compliance with the roster system of the policy by providing due opportunity to Garo candidates and other reserved categories.
