      Rebuttal to allegations made by the DHMO Williamnagar

      Editor,

      With reference to the subject cited above I have the honour to request you to publish this article in your esteemed daily newspaper with regards to the statement by the District Medical and Health Officer of Williamnagar/NRHM published in your esteemed newspaper on 9th January 2023 with regard to my termination from service. The following are my clarifications in this matter.

      1. That the District Medical and Health Officer of Williamnagar/NRHM (DPM) had alleged that I indulged in repeated acts of indiscipline with the superiors. In this respect I beg to submit that I was working in the Primary Health Centre/PHC and not with the District Medical Health Officers/NRHM (DPM Karak Sevenstar Sangma) and there was not a single complaint against me neither from the concerned PHC doctors nor from any public in the place where I was posted and working. Therefore, the allegation against me is baseless and moreover the officers/doctor who terminated my service have no knowledge about me as I never worked with them and there was not a single complaint against me to the higher authorities about my alleged repeated indiscipline against my superiors.
      2. The District Medical and Health Officer of Williamnagar/NRHM (DPM Karak Sevenstar Sangma) alleged that a number of explanation calls were issued to me by the said NRHM (DPM). In this respect I beg to state that there were number of employees who doesn’t attend for monthly district level meeting and moreover I am not an important employees who supposed to report the detailed report during the meeting but I was targeted and the reason for not attending in the monthly meeting is due to humiliation and harassment by Dr. Lobingwell M.  Sangma and more importantly the meeting attendance register will reveal the truth of the allegation. However, sometimes I was absent but with due permission after taking official leave from the authority and sometimes absent due humiliation caused by Dr. Lobingwell M. Sangma and no show cause was issued to another employee who failed to attend the monthly district level meeting.
      3. The District Medical and Health Officer Williamnagar/NRHM (DPM Karak Sevenstar Sangma) further alleged me that I was neglecting my duties and unauthorised absent from duties: In this regard I beg to reply that without going to the office attendance register and without mentioning the specific date, month and years the District Medical and Health Officer of Williamnagar/NRHM (DPM) had alleged me that I have been neglecting my duties and unauthorised absent from my duties but  more interestingly no complaint whatsoever from the concerned Doctors of PHC with whom I am working nor from any public or ASHA workers/Staffs therefore, allegation against me is unfounded and baseless.
      4. The District Medical and Health Officer Williamnagar/NRHM (DPM) alleged that I was not properly maintaining the record. In this regard I beg to reply that if I didn’t maintain proper record and register(books of account) then how can I finish my audit regularly and yearly from 2015 till 2022? Since 2015 till 2022 none of the officers/doctors particularly from the PHC where I was working have lodged a single complaint against me with regards to  improper maintenance of record, and no complainant whatsoever from any doctor from PHC where I  was serving and there was neither  complaint from concerned PHC doctors or officers nor from the auditor(s) as there were two audit from central level and state level but no complain was forthcoming either from the state level nor from the central level till date.
      5. I further beg to clarify that even the allegation against me was true but before termination I should be issued the show cause notice prior to my termination and till date I have not received my termination letter officially till date I came to know my termination only when I approached and filed the FIR against Dr. Lobingwell M. Sangma and Karak Sevenstar Sangma from Williamnagar women Police Station. It may be mentioned that if I was undisciplined, rebellious, irregular and not maintaining the record properly why have they failed to terminate my service since 2015? Why suddenly only in 2022?
      6. The District Medical and Health Officer of Williamnagar/NRHM (DPM) also alleged that I filed a false complaint against Dr. Lobingwell M. Sangma, we wrote a letter against him because we cannot tolerate his harassment and mental torture anymore, and based on enquiry report I was terminated from my service: In this respect I beg to clarify that Till date no enquiry report have been disclosed or furnished to me despite of filling RTI to supply the enquiry report submitted by concerned Magistrate. It is also stated that there are five complainants but none of them were terminated from service but only I was terminated from service. It is stated that the reason for my termination was because I lodged a complaint against Dr. Lobingwell Sangma with four other complainants but they were not terminated from service but I was targeted and finally terminated from my service.
      7. That as per the rule irrespective of contract appointee or regular appointee the basic principle of law should have been followed but in the instant case no notice or show cause was issued to me and no opportunity were given to reply or to defend my case prior to terminating me from my service. It is further submit that no reasonable ground was mentioned while terminating me from my service, in the termination order it was only mentioned that the competent authority has submitted an enquiry report with regards to frivolous complaint, irregularities, non-performance and indiscipline, however, no enquiry report against Dr. Lobingwell M. Sangma is furnished to the undersigned and the findings of the report were never disclosed to me till date. The termination order further mentioned that I was guilty of indiscipline, irregularities and non-performance but nothing is specified clearly as to how I was irregular, undisciplined, and non-performing and there is no show cause notice or charge against me prior to termination of my service and the allegations are baseless without any material evidence on record. They are just mere allegations which are unsustainable and not maintainable as per the law.
