Shillong, Oct 19: The Meghalaya government has notified the Meghalaya Electric Vehicle (EV) Policy, 2026, offering purchase incentives, tax exemptions and scrappage benefits to push clean mobility in the State.
The policy, which will be in force for three years and supersede the 2021 policy, aims to build a comprehensive EV ecosystem to cut fossil fuel dependence, improve air quality and attract investment. As of June 2026, Meghalaya has 6.53 lakh registered vehicles, including over 2,500 EVs.
Under the policy, purchase incentives will be given on a first-come, first-served basis. Private and commercial electric two-wheelers with ex-factory price up to Rs 1.75 lakh will be covered with a limit of 2,000 vehicles each. Commercial electric three-wheelers including e-autos and goods carriers will be covered with a limit of 500 units. For electric four-wheelers with a price cap of Rs 35 lakh, private buyers will get Rs 25,000 and commercial operators Rs 50,000, with a limit of 3,000 vehicles in each category.
In addition, all eligible EVs registered during the policy period will get exemption from motor vehicle tax and registration fees. To encourage replacement of old vehicles, scrappage incentives of Rs 10,000 for e-two-wheelers, Rs 25,000 for e-three-wheelers, Rs 50,000 for private e-four-wheelers and Rs 2 lakh for commercial e-four-wheelers will be given for scrapping BS-IV and earlier vehicles through authorised scrapping facilities.
The policy also provides for expansion of charging and battery-swapping infrastructure across the State through the Transport Department in collaboration with MePDCL, Tourism, Urban Affairs and PWD. Government land may be made available on lease for setting up public charging stations and applications will be facilitated through Invest Meghalaya Portal. The Commissioner of Transport has been designated as Nodal Agency and a State Level Committee headed by senior-most Secretary, Transport, will monitor implementation.
