An army Major posted with the Assam Rifles was involved in a physical fight with other officers that left him with two broken fingers and a deep cut under his eye.
Maj Vinay Kumar Singh, the Assistant Chief Law Officer of Assam Rifles in Shillong, named several officers in his FIR, including a Lieutenant General, for being involved in the November 15 fight at the Cherry Blossom Festival and alleged subsequent attempt to cover up the facts.
Lt Gen Sanjay Malik, the General Commanding Officer of 101 Area, is the senior-most officer named in the complaint. Other officers include Col Nilanjan Biswas, Col Pankaj Mishra, Maj Arnav Magoo, Subedar Rajesh Kumar and two doctors, Maj Shalini Kumari and Col Rimil of the Shillong Military Hospital.
The complainant said that he was told by one of his assailants that the reason for the assault was because, while dancing, he accidently touched the General Officer Commanding 21 Mountain Division. Maj Singh was then physically removed from the area for army officers and assaulted outside the venue.
Maj Singh received treatment for his injuries at the Military Hospital but found that the report in the Medico Legal Register was subsequently altered by Maj Kumari and Col Rimil insisted that Maj Singh accept it as it.
Although the incident took place in November the FIR has only been filed now. Maj Singh attributed this to the extensive medical treatment he has been receiving and the expectation that the case registered by the military authorities would have been forwarded to the police as is standard practice. However, he was only summoned by police on December 13 and then found that the report from the hospital had been “manipulated”.
“This fake document omitted critical details and misrepresented the incident, which necessitated this FIR to bring the true facts to light,” Maj Singh claimed.
