The KSU today said that over the years, the District Selection Committee (DSC) of East Khasi Hills has been functioning inappropriately giving rise to unfitting job appointments.
“This is injustice on the part of genuine and capable job seekers who are looking forward to serving in the government sector,” the KSU Employment Monitoring Cell said in a petition to East Khasi Hills Deputy Commissioner Rosetta Mary Kurbah.
“It was observed that over a long period of time there was no advertisement from the DSC East Khasi Hills until recently, but the way the appointment processes every year in different departments were carried out is highly questionable and unethical,” the KSU Employment Monitoring Cell chairman Reuben Najiar said.
In the petition the KSU listed 15 points to ensure swift, fair and transparent recruitment by the DSC and to plug various loopholes in the system.
It said that the official vice chairman and non-official members of the DSC should have no political affiliations and they have to declare their assets and liabilities annually.
The KSU also said that the DSC should publish an annual calendar including key dates for examinations.
“The recruitment process should be completed within six months from the date of advertisement,” it added.
To make the recruitment transparent, the KSU suggested keeping confidentiality of question papers to avoid leakage and that the recruitment test should be computer-based.
It also suggested public disclosure of marks secured by all the candidates in any examinations and that the roll numbers of candidates and any other changes should not take place in between the recruitment process.
The KSU also suggested the supply of carbon copy of the OMR sheet to the candidates and release of the answer key after examination and a specific time frame to be given for challenging the answer key.
Calling for creation of a grievances cell in the DSC, the KSU also said that the DSC should come out with its annual report.
It also demanded abolition of personal interviews for Grade B, C and D.
Further, the KSU said that applicants for employment through the DSC should be domicile of Meghalaya and must know Khasi language to be able to apply for any post.
