The State cabinet today amended the office memorandum of the Personnel Department on job reservation policy and reservation roster.
The cabinet amended the 1972 office memorandum with regards to vacancies for scheduled tribes and scheduled castes, which stated that the number of jobs advertised have to be nine or less for vacancies advertised for the protected communities.
This would not arise anymore, and henceforth, the vacancies advertised will be as per the roster points.
“We have omitted certain erroneous clauses in the 1972 office memorandum relating to vacancies relating to scheduled tribes and scheduled castes,” cabinet minister Ampareen Lyngdoh told media persons.
According to Lyngdoh, the office memorandum issued in 1972 with regard to vacancies for STs and SCs, which stated that the number of vacancies advertised has to be nine or less for vacancies advertised for the protected communities, would not arise anymore, as the roster point in reservation would be followed.
“This means that henceforth, the vacancies advertised will be as per the roster point and not based on the number of vacancies advertised,” she added.
The cabinet also modified the office memorandum issued in 1974 with regards to the vacancies reserved for Garo categories.
Under the modified office memorandum, the vacancies that arise for the Garo category will be filled by candidates from Garo candidates from within the State.
The earlier office memorandum had allowed Garos from outside the State to fill the vacancies.
“The Cabinet has modified the 1974 office memorandum that allowed Garos from outside the State to fill the vacancies as per the job reservation policy. Henceforth, the vacancies that arise for the Garo category will be filled by Garo candidates from within the State,” Lyngdoh said.
She informed that a third office memorandum of 2020 on reservation roster with regards to persons with disabilities (PWDs) has also been amended and henceforth, the reservation for PWDs has been fixed as per definite point in the reservation roster. The amendment means that the previous OM will not be applicable anymore.
Lyngdoh also said that the cabinet has approved an added provision in the office memorandum of the reservation policy for candidates applying for vacancies at the district level.
The new provision provides that candidates applying through the district selection committee qualify in the local language.
The cabinet also approved a proposal on amendment of Meghalaya District Court Ministerial Service 2020 that ensures that District Courts services will be non-transferable.
The State cabinet also amended the Schedule IV of the Meghalaya Delegation of Finance Power Rules 2006, allotting certain financial powers to police officers including the DGP, IGP, DIGP and SPs under different categories.
