The Meghalaya government is yet to submit utilisation certificates for five projects sanctioned and funded by the DONER Ministry under the North East Special Infrastructure Development Scheme (NESIDS).
The projects that were sanctioned under NESIDS during the last five years are at various stages of implementation. Release of funds to the State for these projects depend upon pace of implementation by the implementing agencies on receipt of utilisation certificates of previous fund releases etc.
The project for setting up of the State of the Art Diagnostic Centre at Pasteur Institute in Shillong was sanctioned in 2018-19 at a total cost of Rs 20 crore. However, no utilisation certificate has been submitted to the DONER Ministry.
The project for Augmentation of the 132/33 KV Mawlai substation from 3×20 MVA to 3×50 MVA, along with re-engineering of the 132 KV bus bar in Meghalaya was also sanctioned in 2018-19 at a cost of Rs 49.80 crore. The utilisation certificate for this project has not yet been submitted to the DONER Ministry.
The project for Procurement of Advanced Life Support Ambulances (ALS) with equipment at an estimated cost of Rs. 3.65 crore in Meghalaya under NESIDS was sanctioned in 2021-22 at a cost of Rs 3.65 crore but the utilisation certificate for the same has not yet been submitted.
The project for improvement including widening of Agia Medhipara Phulbari Tura Road (Portion from 67/600 to 100/200 Km 32.60 Kms) at an approved cost of Rs 52.87 crore was sanctioned in 2021-22. The utilisation certificate for this road project has not yet been submitted by the State government.
The project for construction of a road from Shillong city to Umroi Airport under Ri-Bhoi district (Length: 14.279 km at a cost of Rs 50 crore was sanctioned in 2021-22 but the State government is yet to submit the utilisation certificate for this project too.
The projects sanctioned and funded under NESIDS which have been completed and whose utilisation certificates have been submitted to the DONER Ministry include the one for construction including MBT of Pynursla-Latangriwan road towards Mawlynnong sanctioned in 2018-19 at an approved cost of Rs 29.97 crore. The utilisation certificate was submitted for Rs 20.92 crore.
Utilisation certificate has been submitted by the State government for the project for upgradation of Mawsmai-Shella Road from km8/00 (Laittyra village ) upto km15/500 (Kynrem Falls) was sanctioned in 2018-19 at an approved cost of Rs 15.48 crore.
Other projects whose utilisation certificates have been submitted include the Greater Sohra Water Supply Scheme sanctioned by DONER Ministry in 2018-19 at a cost of Rs 24.81 crore, laying of new feeder mains under Tura Phase –I & II Water Supply Scheme sanctioned in 2018-19 at a cost of Rs 34.74 crore and Greater Baghmara Water Supply Scheme sanctioned in 2020-21 at a cost of Rs 47.54 crore.
However, for construction of 23 Anganwadi Centre buildings in Meghalaya which were sanctioned by the DONER Ministry in 2019-20 at a total cost of Rs 1.60 crore, the State government has submitted the utilisation certificate for only Rs 10 lakh.
