While the Hima Khyrim has gone ahead with the changing times by allowing women to participate in the election of a traditional head, the Hima Mylliem is considering the idea and discussion is on with the Khasi Hills Autonomous District Council (KHADC).
Myntri of the Hima Mylliem S. Sohtun told Highland Post today that the election of a Rangbah Shnong in any locality or villages conducted by the Hima does not allow participation of women.
He said as per rules under the Mylliem Act, only the adult males are allowed to cast their vote in electing a rangbah shnong. However, if the election is conducted by the election committee of the dorbar shnong both men and women who attained the age of 18 are allowed to participate in the election.
“This has been the practice from time immemorial and we would like to preserve our customary practices. There was a time when even the elderly males without a moustache were not allowed to participate at the Dorbar Shnong that has changed with time,” Sohtun said.
Secretary of Hima Mylliem, C Rani referred to Section 16 (3) of the Mylliem Syiemship (Act) 2007 which allows only men to participate in the election. He however stated that with changing times, this can be amended.
He said that the Hima Mylliem has been discussing the matter from time to time with the district council.
It may be mentioned that the Hima Khyrim recently allowed women to be an integral part of the dorbar shnong by granting them voting rights to elect the Sordar of Smit.
