The opposition Congress served notice of a breach of privilege motion against Chief Minister Conrad K Sangma in the Assembly today.
“I am serving the notice to inform you that a motion on breach of privilege under Rule 158 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly will be raised by me on Monday, the 15th of March 2021,” Rangsakona MLA Zenith M Sangma said in a letter to the Chief Minister.
Zenith said that on March 9, the Chief Minister said that the NTPC (National Thermal Power Corporation) is arm-twisting the state government and stopping it from buying power from other generation companies and that the state has to now pay Rs 133 crore to the NTPC for nothing because of the conditions the Congress government in 2007 had signed up to. This amounts to misleading the house and is highly malicious to create a false perception and bad taste, the letter said.
Zenith said that the information furnished by Conrad was in complete deviation from the actual content and intent of the Power Purchase Agreement (PPA) between the NTPC and Meghalaya State Electricity Board (MESEB) signed in July 2007.
“You have deliberately misled the august house on 9th March 2021 that the government is now helpless and will be compelled to pay the NTPC @ Rs 11 crore x 12 = Rs 133 crore per year and Rs 133 crore x 25 = Rs 3,325 crores for total period of 25 years for not drawing power and by further deliberately hiding the operational part of Para 2.2.4 and Para 12.0 of the PPA between NTPC and MeSEB,” Zenith said.
