Shillong, Sep 30: The Labour Department has detected fraudulent registration certificates and acknowledgement slips under the Meghalaya Identification, Registration (Safety and Security) of Migrant Workers (MIRSS) Act being produced at various check gates and other areas of the state.
Labour Commissioner Banteilang Kharshardi said various fraudulent certificates are being generated and passed off as genuine and he warned that any unauthorised duplication or alteration of any document or electronic record with fraudulent intent is punishable under the law.
The Commissioner reiterated that under the MIRSS Act and Rules 2020, every migrant worker must register and obtain a separate registration card. The application has to be submitted online to the concerned Registering Officer with a fee of Rs 50 through the Labour Commissioner’s portal, Invest Meghalaya portal, MSPSDC website, Common Service Centres or help desks at District Labour Offices.
As per the amended rules in 2026, the documents required are voter ID, driving licence number, PAN, BPL card or any other government-issued document except Aadhaar, and a police verification report. CCTNS will be used for provisional verification until police verification is completed within 30 days.
Once approved, the registration card is valid for 179 days and must be renewed at least 30 days before expiry.
The Commissioner added that it is the duty of every contractor or employer to ensure registration of migrant workers, failing which they are liable to a fine of Rs 10,000 for the first offence, Rs 25,000 for the second and up to Rs 1 lakh or simple imprisonment up to three months or both for the third and subsequent offences.
