Shillong, Sep 12: Social activist Greneth M. Sangma has submitted a representation to the Chief Minister seeking immediate review, upgradation and enhancement of staff strength of Deputy Commissioner’s office, South Garo Hills.
Sangma said South Garo Hills, constituted on June 1, 1992, has comparatively limited and fragmented sanctioned establishment when compared to other districts as per RTI records.
He pointed out that West Garo Hills has 10 UDA, 34 LDA and 34 Grade-IV posts, while West Jaintia Hills has 2 Head Assistants, 21 UDAs, 47 LDAs, 13 Drivers and 81 Grade-IV posts. Ri Bhoi has an extensive revenue-enforcement structure including Chainmen and Enforcement Checkers, while South Garo Hills revenue branch is shown as “Nil” in RTI, he said.
Sangma said branches including General, Confidential, Nazarat, Development, DSC, Arms, Excise, Election, Supply, BADO, Housing, DDMA, Planning, Circuit House and Registration are functioning with limited staff with key vacancies including Superintendent/Accountant in Supply and District Planning Officer in Planning.
He appealed for a comprehensive high-level review of sanctioned strength, workload-based rationalisation of Head Assistants, UDAs, LDAs, Drivers, Grade-IV staff, filling up critical vacancies, examining requirements for Revenue and Enforcement establishment and constituting departmental committees to assess staffing and infrastructure.
He said strengthening the DC office would improve governance and public service delivery in the geographically extensive district.
