Shillong, Sep 2: The Hynñiewtrep Youths’ Council (HYC) has urged the Public Accounts Committee (PAC) of the Meghalaya Legislative Assembly to examine the financial concerns flagged in the CAG Report on State Finances for 2024-25.
In a petition to the PAC Chairperson, HYC President Roy Kupar Synrem said the government had invested Rs 4,444.43 crore in 22 State Public Sector Enterprises (SPSEs) as on March 31, 2025, but received only Rs 0.20 crore as return in 2024-25.
He flagged that an additional Rs 467 crore was invested during 2024-25 despite the negligible returns and sought examination of the justification, source of funds, and due diligence behind it.
The CAG had noted that the average interest on government borrowings was 5.31 per cent, while return on investment remained negligible. HYC asked PAC to examine the burden of borrowing to fund investments with almost no return.
Synrem also pointed out that three SPSEs reported profits but paid no dividend, while two were non-working and defunct. He demanded scrutiny of their accounts, liabilities, viability and the absence of a dividend policy.
“Rs 4,444.43 crore is public money and when such a massive investment generates only Rs 0.20 crore, people deserve answers. Government cannot continue investing without financial prudence and accountability,” he said.
The HYC demanded a comprehensive performance and viability review of all 22 SPSEs, fixing of responsibility where warranted, and a time-bound Action Taken Report, stating that CAG findings on thousands of crores cannot remain only on paper.
