Shillong, Jun 17: The Khasi Hills Autonomous District Council (KHADC) has declined a proposal from the state government regarding financial assistance aimed at covering the salaries of the council’s officers and staff amidst report of its ongoing financial constraints.
This was informed by Executive member Seiborlang Warbah during the summer budget session on Wednesday. He said the state government, through the District Council Affairs Department in September 2025, had written that the Governor had formed a sub-committee tasked with examining salary payments to the council’s staff “in view of the acute financial constraint faced by the council from time to time resulting in difficulties in timely disbursement of salaries… and to ensure financial management.”
Warbah said the executive committee requires thorough discussions rather than swift decisions. He acknowledged that financial limitations exist, but said “acute financial constraints do not arise.”
He indicated the need for extended discussions with all stakeholders to ensure any decisions would be beneficial for the council.
Chief Executive Member Winston Tony Lyngdoh said the state government had previously scheduled three meetings to address the salary issues, but the third meeting lacked proper notification.
He criticised the tardiness of government funding, pointing out that the council has yet to receive its allocated share from last year. “If the government was so responsible to help the district council, then why would it not release the shares of the council on time,” he said.
