Shillong, May 24: Laban-Mawprem MDC Ricky Shullai on Saturday said he is not aware whether the Khasi Hills Autonomous District Council (KHADC) has formed a committee to look into amendments to the council rules, including Para 128, which govern franchise and electoral rolls.
Speaking to Highland Post yesterday, Shullai said opposition members met Chief Executive Member Winston Tony Lyngdoh on March 31 and urged the executive committee to set up a committee with opposition representation to examine the amendments.
“Last time we met the CEM he said that a committee will be formed and members from the opposition will be included in the committee to look into the matter. But I have not got any official information that such a committee has been formed, or maybe they have formed it. We don’t know as nothing official has been communicated to me,” Shullai said.
He said the amendment of Para 128 is crucial. “No one knows what is going to happen in the future and a law in place is mandatory,” he said.
Shullai pointed out that it has been almost two months since the Governor gave assent to amendments made by the Garo Hills ADC on the same matter. “As opposition members we have met the EC expressing that we also need an amendment to Para 128. Even if they have already formed the committee, official intimation should have been made to us as members,” he said.
On March 31, the EC in the KHADC had said it would constitute a special committee to discuss amendments to the council rules, including Para 128. At the time, Leader of the Opposition Titostarwell Chyne said that the committee was to be formed the following week.
