Shillong, Apr 16: The Garo Hills Youth Solidarity (GHYS), Rongara unit has filed a petition before the Meghalaya Lokayukta seeking investigation into the allegations of corruption and mismanagement in the Imbloka and Gulpani Water Supply Schemes under the Jal Jeevan Mission (JJM).
Two separate petitions were filed by GHYS organising secretary Rakkan M Sangma and vice president Elti K. Sangma claiming that there has been manipulation of records and collusion among contractors, public health engineering (PHE) officials, and the concerned third-party inspection agency.
Those named in the petitions are contractors Nadilson A. Sangma and Didimony Marak, S.G. Momin, Executive Engineer of the Public Health Engineering (PHE) Department, Baghmara, and the concerned third-party inspection agency.
Stating that despite the approval and funding from the Government of India amounting to ₹1,25,20,900, many projects remain unexecuted or poorly implemented the GHYS said villages like Dimchanggittim, Makbiljora, Jirangittim and Imbloka have reported no functional water supply, with some areas left completely abandoned.
The total sanctioned amount for the Gulpani project is ₹44,47,900. Both petitions alleged large-scale misappropriation and embezzlement of public funds, false reporting and fabrication of completion records and criminal conspiracy.
The petitioners have raised concerns about the role of third-party inspection agencies, questioning how completion certificates and fund releases were sanctioned amidst visible project failures.
