The State government has constituted a high level monitoring committee headed by the Chief Secretary for concurrent evaluation of utilisation of the 15th Finance Commission grants to autonomous district councils in the State.
The members of the committee include senior officials from the Finance Department, Planning Department, PHE Department, Water Resources Department and District Council Affairs Department.
The secretaries of Khasi Hills Autonomous District Council (KHADC), Jaintia Hills Autonomous District Council (JHADC) and Garo Hills Autonomous District Council (GHADC) are also members of this committee.
The committee will scrutinise and approve the project proposals submitted by the autonomous district councils (also known as local bodies) under the 15th Finance Commission award.
It will also monitor and carry out evaluation of district councils receiving the 15th Finance Commission grants and ensure that the funds are utilised for the purpose recommended by the 15th Finance Commission.
Further, the committee will recommend convergence of projects under the grants with other Central sector schemes, centrally sponsored schemes and State schemes wherever applicable.
It will also ensure submission of utilisation certificates by the district councils for the grants.
