The Khasi Students Union (KSU) has said it no longer sees any reason to engage with the Meghalaya Public Service Commission (MPSC) because it is “corrupted to its core.”
Stating that the commission has again faltered in the recruitment process of the civil service (mains) and Typist (HOD), the employment monitoring cell has written to Chief Secretary Donald P Wahlang to settle the matters before it takes any “aggressive steps to ensure fair and transparent recruitment.”
The KSU said the result of the main examination of MCS, which was declared on December 6, has shrouded an air of ambiguity and uncertainty among the applicants as out of the 89 who were selected for the personal interview, nine or more candidates who were in the additional lists were selected.
Stating that it has no resentment against any candidates who were in the additional list, the KSU said it is the “incompetent process” and favouritism adopted by the commission to allow an additional list.
“The claims of the candidates are that it would have been very difficult for such candidates in the additional list to pass the examination given that they were given such a short time to prepare but it seems that out of the original 580 candidates, the percentage of candidate who cleared the mains are higher from the additional list compared to the original list,” the KSU said.
The KSU said several candidates have filed an RTI but their application was not accepted and they were also threatened to disengage in filing RTIs. “Some RTIs which were accepted also, the candidates have to change several queries and they were told that the reply for their RTIs would only be given to them after the personal interview is over. Such instances justify the fact that the Commission is engaged in some malicious intent,” the union added.
The KSU said it fails to understand why the commission is adamant not to declare the marks of the candidates and the cut-off marks for selection of personal interview. “The only reason that could be is that they are involved in malpractice. The Commission cannot hide behind reasons that declaring of marks would affect the personal interview because this examination doesn’t only concern the candidates but also the faith of all the future aspirants in regards to fair and transparent selection,” it said.
Urging the chief secretary to initiate steps with the commission for it to declare the cut-off marks and for candidates to view their answer sheets for self assessment, the KSU also pointed out that the commission should come clean on the recruitment of Typist (HOD) which has been prolonged for over several years now.
The KSU reiterates that the recruitment should be based on the existing rule of Meghalaya Directorate Establishment (Ministerial) Service Rules, 2010. “The Commission should not enforce its own rules to favour any candidates in this regard but the recruitment process should as per rules and not bend to its own liking,” it added.
While welcoming the steps initiated by the government to form a committee to revamp the MPSC, the KSU said while the committee is taking its time to review its 20 point charter, the commission on the other hand is on a rampage to brush aside all its malicious deeds which is evident from the results of the MCS (mains).
“The Union wants to see that the commission comes out clean in the above matters and reformation and changes takes place which will encourage the union to initiate dialogues in the future so that it may be productive,” the KSU said.
