Shillong, Jul 30: The Hynñiewtrep Integrated Territorial Organization (HITO) has urged the Meghalaya Government to scrap the online auction of MEPDCL materials and hold an offline bidding process instead, saying the current e-auction disadvantages local traders.
In a representation to the Power Minister, HITO objected to the July 22 tender notice by MeECL/MEPDCL for disposal of scrap through the MSTC e-auction platform. The organisation said national online platforms favour non-local entities with more resources and logistics, leaving little scope for indigenous and local entrepreneurs dependent on such trade for livelihood.
HITO President Donbok Dkhar stated that while the tender requires non-tribal bidders to hold an ADC trading license, the clause could still allow outsiders easy entry. As a state-owned enterprise, it said MEPDCL must prioritise local economic participation and ensure public assets benefit state residents. The group also sought clarity on any government order making MSTC mandatory, stating none was found from the centre or state.
Citing the Sixth Schedule, HITO said policies on state resources should protect the welfare and economic rights of indigenous communities. It requested the government to suspend the online auction, direct MEPDCL to conduct offline bidding with safeguards for local traders, re-examine eligibility norms, and make public any directive on MSTC use.
The organisation warned that without consultation, it would be forced to “democratically and peacefully mobilise” members to defend local traders’ rights.
