Employees of the Garo Hills Autonomous District Council (GHADC) under the aegis of the Non Gazetted Employees Association (NGEA) have written to Governor Satya Pal Malik seeking the ouster of the current Secretary of the council, Rikse Marak.
The employees further requested that they be paid from the Rs 18.2 crore received by the GHADC according to the revised salary scale.
According to the employees, the amount has already been received by the Secretary, who, they alleged, has been trying to use the funds to clear bills of contractors who are close to the outgoing MDCs.
“Our salaries have been pending since April 2018 (32 months). The Secretary, trying to clear contractor bills, is in supersession of the Administrator, who is absent, and, as such, without his consent and knowledge. This is blatant misuse and abuse of her powers despite the Executive Council being dissolved,” said the NGEA members.
The council employees also informed the Governor of their rejection of one month’s salary according to the pre-revised scale of 2018 that was being offered to them, as has been unanimously decided after a meeting on Monday.
“During this festive season, the priority should have been our salaries. We have informed the Administrator on the matter as well despite which the Secretary’s actions have been against the welfare of the employees,” they added.
Further they cited the order of the Deputy Secretary to the state government, W Rapthap, who had in November directed the GHADC Secretary to clear the outstanding dues of the employees.
“This direction is being completely ignored by the Secretary and this action of hers has convinced us all that her deputation needs to be revoked and she ousted from the role for the sake of the employees. We urge you to kindly take up the matter and oust her from GHADC,” added the NGEA members.
