The village headman of Bhangarpar, Mottior Hussain, under Tikrikilla assembly constituency, West Garo Hills district has filed a First Information Report (FIR) against seven individuals for assault.

In the FIR filed before the officer-in-charge, Bhogularbitha (Nidanpur) police outpost, Hussain stated that on April 6, at approximately 12:01 pm, he received a phone call informing him that a reporter had come to the village.

“On my way to Patharkatha, I encountered the reporter in Bhangarpar near LP School on PWD Road, Bhangarpar where the incident happened and asked him the purpose of his visit and under whose authority he had come,” the headman said.

The reporter informed Hussain that he had been brought by the seven individuals and that he had been sent by the Block Office to report on the alleged unauthorized collection of money from Job Card holders under the Awas Plus 2024 (PMAY-G) Scheme.

He stated in his FIR that while he was still speaking with the reporter, he heard a loud argument nearby.

“I went to the spot and saw that the accused were physically assaulting Samimul Islam and Noor Islam. When I intervened to stop them all the accused turned on me, shouting, he is the one who made the complaint, and assaulted me with fists, blows, and sticks,” Hussain stated.

He said that he now fears for his life since the accused also threatened to harm him in the future, thereby creating a sense of fear and insecurity for his life and safety.

Speaking to reporters on Friday, Hussain said that he had also filed a FIR, in a matter involving fraudulent, unauthorised, and coercive collection of money from job card holders under the Awas Plus 2024 (PMAY-G) scheme.

The headman while speaking to reporters alleged that each villager was asked to pay Rs. 2000.

In the FIR also filed on April 6, he stated that on 18th March 2025, a complaint was submitted to the Block Development Officer (BDO) regarding this issue.

“I have received several verbal and written complaints from villagers who were victims of this extortion. Upon careful verification and inquiry, I have found that two individuals, Taher Ali, resident of Bhangarpar village and Mojibor Ali, Goan Bura (village headman) of Pabomari village have been unlawfully collecting money from job card holders, falsely promising inclusion of their names in the Awas Plus 2024 (PMAY-G) housing scheme,” he alleged in the FIR.

In the FIR he stated that the said individuals have been taking geo-tags of the villagers’ houses, demanding and taking an amount of 2000 from each job card holder as a bribe for including their names in the PMAY-G list.

Furthermore, Hussain alleged in the FIR that they are intimidating and threatening the villagers, saying that if they do not pass the amount, their names will be excluded and they will not receive the benefit of a house under the scheme.

According to him, Taher Ali does not hold any official position in the Village Employment Council (VEC) or any authority under the PMAY-G scheme. His only connection appears to be his wife, Samina Khatun, the VEC Secretary, which raises serious concerns about the misuse of her position and the abuse of power.

Mojibor Ali, being the Goan Bura of Pabomari village, has no jurisdiction over Milpara and Bhangarpar, yet he is illegally involving himself in administrative matters of other villages.
