Shillong, Jun 30: The Meghalaya cabinet today decided to end the provision of temporary appointments in order to make recruitment “more transparent, streamlined and merit-based”.
The cabinet did this by approving an amendment to the Meghalaya Public Service Commission (Limitation of Functions) Regulations 1972 to delete Regulation 3(f), which was meant to provide temporary appointments under exceptional situations but which had, over the years, led to “administrative complications and prolonged ad hoc appointments,” Chief Minister Conrad K Sangma said.
With dedicated recruitment boards now in place, streamlined recruitment processes and ongoing automation to anticipate vacancies well in advance, the need for Regulation 3(f) has significantly reduced, he added. Going forward, any genuine short-term requirement can be met through contractual appointments until regular recruitment is completed.
On the subject of ad hoc workers, the cabinet also approved the regularisation of services of 38 ad hoc employees who were appointed on or before 31 December 2007 against sanctioned government posts.
This decision is in line with the Supreme Court’s one time regularisation framework, Sangma said. Although the original sanction orders for these posts could not be traced, the government verified their appointments through Treasury records, salary payments and official certification from the concerned departments.
Higher up in the civil service machine, the cabinet approved the creation of four new posts of Special Secretary at Level 22 on the pay scale. This will provide “better career progression” to MCS officers who were limited to the Head of Department level.
VB-G RAM G gets nod
The CM also informed that the cabinet adopted the VB-G RAM G in Meghalaya, which will replace the two-decade-old MGNREGA. The state has received a normative allocation of Rs 1,100 crore for the next nine months under the scheme.
The cabinet also cleared the Meghalaya Money Lenders and Accredited Loan Providers Bill 2026 to register and regulate private lenders through Deputy Commissioners and curb exploitative practices. The Meghalaya Banning of Unregulated Deposit Schemes Rules 2026 were also passed after being framed according to a central government act.
Meanwhile, A Sangma was approved for promotion as Legal Remembrancer and Secretary of the Law Department.
