Banks are not willing to recognise land documents issued by the Jaiñtia Hills Autonomous District Council (JHADC), the Jaiñtia National Council (JNC) said today.
The JNC met with JHADC Chief Executive Member Thombor Shiwat to apprise him of the situation. This non-recognition has caused significant difficulties for landowners and residents of Jaintia Hills, Shiwat was told.
The JHADC provides documents such as land holding certificates (LHCs), patta, buniaj lists, no-objection certificates (NOCs) and non-encumbrance certificates. But banks are unwilling to accept these when members of the public use them for loans, etc.
This forces them to register their land with the state government, which causes additional expense and time.
The JNC said that this situation not only questions the legitimacy of the JHADC but also places LHC holders in a precarious position as they face significant obstacles when their only proof of land ownership is JHADC-issued documentation.
The pressure group urged the JHADC to act and for banks that question the legitimacy of the district councils to face appropriate consequences.
The CEM assured the JNC that he will prioritise this matter for the benefit of the community, the group said in a press release.
