Assam, an emerging powerhouse in India’s economic landscape, is embracing this approach through its high-profile Advantage Assam 2.0: Investment and Infrastructure Summit, which will take place in Guwahati on February 25-26, 2025. This summit, following the success of the first-ever Global Investors’ Summit in 2018, will serve as a unique gateway for attracting domestic and international investment while positioning Assam as an essential hub for commerce and industry in India.
The Vision of ‘New Assam’
The upcoming summit is not just another event; it marks a bold step in Assam’s quest to transition from a primarily agrarian economy to a vibrant, diversified industrial base. Under the able leadership of Chief Minister Dr. Himanta Biswa Sarma, Assam has crafted a forward-looking vision. The state is now positioning itself as an economic juggernaut, drawing on its geostrategic advantages, rich natural resources, and a proactive policy framework. With strong international outreach, the summit will spotlight Assam’s strengths: its location, abundant resources, and business-friendly ecosystem. These factors, combined with a progressive governance model, have created a conducive environment for investors.
Dr. Sarma’s global outreach in the run-up to the summit has been an instrumental force in capturing the attention of investors. His visits to South Korea, Japan, and Singapore have been pivotal in creating high-level discussions with global industry leaders. Through these dialogues, he has underscored Assam’s advantages as an investment destination and showcased its potential in sectors ranging from semiconductor manufacturing to renewable energy, urban planning, and skill development.
Strengthening Assam’s Position on the Global Stage
The significance of Assam’s strategic location cannot be overstated. Sitting at the crossroads of South Asia and Southeast Asia, Assam has emerged as the ideal gateway to the ASEAN and BBN countries. The state’s proximity to burgeoning economies like China, Bangladesh, Myanmar, and the ASEAN region makes it an attractive destination for logistics and trade. In a post-pandemic world where supply chains are being reshaped, Assam’s multimodal connectivity—via air, road, rail, and waterways—positions it as a vital hub for regional and international trade.
Dr. Sarma has been actively engaging with stakeholders across these regions. During his recent visits to South Korea and Japan, he emphasized Assam’s alignment with India’s Act East Policy, which seeks to strengthen India’s economic ties with its eastern neighbors. His roadshows in Seoul and Tokyo, where he engaged with hundreds of business leaders, have helped cement Assam’s status as a location with immense potential for foreign direct investment (FDI). His engagements have focused on sectors where the state already holds a competitive edge—renewable energy, food and beverages, and tourism—as well as emerging sectors like semiconductors, aerospace, and defense manufacturing.
The Semiconductor Revolution: A Case Study in Collaboration
One of the most promising areas of growth in Assam is its semiconductor sector. With India entering the global semiconductor race, Assam is poised to play a crucial role in the country’s chip manufacturing ecosystem. Assam’s industrial future includes the establishment of the country’s largest $3.3 billion OSAT (Outsourced Semiconductor Assembly and Test) facility by Tata Electronics at Jagiroad. This state-of-the-art facility will produce over 48 million chips daily, using indigenous technology, while also creating 27,000 direct and indirect jobs. This is just the beginning, as the state looks to attract further investments in semiconductor fabrication plants, R&D centers, and associated industries.
The Chief Minister’s discussions with Japanese industry leaders have reinforced the potential for collaboration in this sector. With key players like Micron Technology and Renesas Electronics already engaged, Assam is set to become a global hub for semiconductor manufacturing. To strengthen these efforts, the state has taken proactive steps to create a robust ecosystem by establishing the semiconductor plant at Jagiroad and exploring new partnerships with leading global chipmakers. Furthermore, the state is focusing on skill development to ensure that its workforce is equipped with the necessary expertise to drive this industry forward. The recent initiative to send Assamese youth to Japan’s foreign trainee program is a vital component of this strategy, enabling the state to tap into global expertise while creating employment opportunities locally.
Leveraging Singapore’s Expertise for Sustainable Growth
In addition to Japan and South Korea, Assam has turned its attention to Singapore—a country known for its cutting-edge urban planning, technological prowess, and leadership in the semiconductor industry. Dr. Sarma’s recent visit to Singapore has opened new avenues for collaboration, particularly in the areas of industrial growth, skill development, and sustainable urban planning. As India’s largest trading partner within ASEAN, Singapore offers invaluable expertise that can help Assam develop its infrastructure, particularly its industrial parks and future cities.
A key area of focus has been Assam’s semiconductor industry, where Singapore’s advanced knowledge in fabrication and chipmaking will play a crucial role. The Chief Minister has invited key stakeholders from Singapore’s semiconductor ecosystem to participate in Advantage Assam 2.0, aiming to shape Assam’s semiconductor future. In addition, Assam has sought Singapore’s support in areas like electronics, precision engineering, cybersecurity, and software development, which are crucial for the state’s digital transformation.
Another important aspect of the Singapore-Assam collaboration is skill development. Assam’s youth, with an average age of just 22, represents a dynamic and untapped resource for industrial growth. To better equip this workforce, the Assam government has launched a series of initiatives to enhance vocational education, such as upgrading Industrial Training Institutes (ITIs) and setting up the Northeast’s first Skill University at Mangaldai. The partnership with Singapore’s ITE Education Services (ITEES) and the establishment of the North East Skill Centre (NESC) in Guwahati are prime examples of this collaboration. These initiatives will provide Assamese youth with the industry-relevant skills needed to thrive in a rapidly evolving industrial ecosystem.
Building a Comprehensive Ecosystem for MSMEs
Micro, Small, and Medium Enterprises (MSMEs) form the backbone of Assam’s industrial framework. For Assam to achieve its goal of becoming an industrial powerhouse, it is essential to tap into the untapped potential of its MSME sector. Dr. Sarma has highlighted the critical role of MSMEs in creating local employment opportunities and driving inclusive economic growth. The state’s focus on MSMEs is a key aspect of its strategy to ensure that the benefits of industrialization are felt across all sectors of society.
During his meetings in South Korea, Dr. Sarma engaged with the country’s Minister for SME and Startups, Oh Youngju, to explore avenues for bilateral support for Assam’s MSME sector. These discussions have set the stage for collaboration in technology, innovation, and business development, with an emphasis on entrepreneurship and startups. The partnership with South Korea also lays the foundation for knowledge transfer and capacity-building in Assam’s MSME sector.

The global outreach efforts, including engagements with key players from South Korea, Japan, Singapore, and beyond, have set the stage for Assam to become a global economic player. The Advantage Assam 2.0 summit will be the culmination of these efforts, bringing together investors, policymakers, and industry leaders to discuss new opportunities, form strategic partnerships, and showcase Assam’s potential.
Assam’s vision of becoming a ‘Viksit Assam’ (Developed Assam) is rapidly taking shape, driven by its rich natural resources, strategic location, young workforce, and robust infrastructure. With the right mix of investments, policy reforms, and international partnerships, Assam is poised to play a central role in India’s economic ascent. As the state prepares for the Advantage Assam 2.0 summit, it is clear that Assam’s transformation is not just a possibility but a near-future reality, ready to capitalize on its immense potential and carve out a prominent place on the global economic map.
