A partial lockdown would have been enough to contain the spread of Covid-19 and bring down the curve of the second wave but the people were too careless and carefree, Director of Health Services Dr Aman Warr said today.
“Most people are not staying at home but moving around,” he said, adding that this explains why the Covid numbers in Shillong and East Khasi Hills as a whole have only continued to grow despite three and a half weeks of partial lockdown.
Discipline and responsibility are personal responsibilities, not something that the government can impose from above, he stated.
The rise in numbers was also down to returnees to the state who did not pay heed to the coronavirus protocols, Dr Warr added.
