Shillong, Nov 3: The Hynñiewtrep Integrated Territorial Organization (HITO) has sought cancellation of the proposed auction of 1,21,288 MT seized coal in East Jaintia Hills, alleging violation of transparency norms.
The auction was notified by the Deputy Commissioner through an order dated August 21, 2026, pursuant to an order of the Special Judge, MMDR.
In a representation to the Secretary, Mining & Geology, HITO President Donbok Dkhar said the notice was not given wide publicity and was made known only at a late stage, denying genuine participation.
The organisation cited the special judge’s order dated August 11, 2026, which mandates wide publicity through at least two newspapers, one vernacular, and uploading on official websites of the district administration and Directorate of Mineral Resources with not less than 15 days’ notice.
It also cited the High Court judgment of January 30, 2026 in WP(C) No. 433 of 2026, which held that advertisement near the last date violates the condition of adequate time.
HITO has urged cancellation of the August 21 notice and issuance of a fresh notice in compliance with the 15-day rule.
