Shillong, Sep 24: The Niksamso Garo Community Organization (NGCO) has demanded strict action, including blacklisting, against construction companies that have left government projects incomplete in Garo Hills for over five years despite withdrawing public funds.
In a statement the NGCO urged the government and the PWD (Buildings) Department to conduct a comprehensive review of all long-pending projects and submit the performance records of defaulting contractors for necessary action.
The organisation named companies including CCL, BSS, JC, TOT and others, alleging that in several projects more than 50 per cent of sanctioned funds have been released while work remains incomplete. It demanded that these claims be independently verified through official records, measurement books, bills, payment records and physical inspection of sites.
Raising the question of where public funds are going, NGCO demanded that the departments clarify how much money was sanctioned and released for each project, what percentage of physical work has actually been completed, why projects have remained incomplete for years, whether extension orders were granted and on what grounds, whether penalties were imposed for unjustified delays, and why companies with long-pending incomplete works are still being considered for new projects.
NGCO said the release of public money must be linked to actual progress and contractual compliance, and called for time-bound departmental inquiries and public disclosure of findings.
The organisation demanded that where contractual violations and poor performance are established, the government should recover public money where legally due and initiate blacklisting and debarment as per procurement rules.
