Shillong, Sep 12: The coalition of non-governmental organisations, Raksamgre & Pedaldoba Region, West Garo Hills has submitted a reminder to Chief Minister seeking decisive action to resolve the protracted border impasse between Meghalaya and Assam under Raksamgre Civil Sub-Division.
Referring to its earlier representation on December 4, 2025, the coalition said the territorial discord is not recent but a chronic issue rooted in historical and natural complexities, with boundary never conclusively demarcated when Meghalaya was carved out of Assam in 1972, leading to dislocation and deprivation of border communities.
It cited shifting of Jingiram River southward due to sedimentation which has opened floodgates for encroachment by settlers from Assam through cultivation and settlement.
The NGOs said historical and cartographical evidence and consultations with elders reveal original boundary anchored by Rongsai Bazar Bridge, Sapang Pahar, Mangnakopa, Sildubi and Jolsimina was recognised as line of delineation, and Samson’s Geography corroborates these villages lie within Meghalaya with Jingiram flowing entirely inside Meghalaya’s domain.
They flagged surveys being conducted following establishment of Rabha Hasong Autonomous Council (RHAC) in Assam, with preliminary findings allegedly showing villages like Pedaldoba, Rongsai, Bolsaldamgre, Balbalgre, Lower Kongrapara, Thakurbilla and even Forest Beat Office of GHADC as falling under RHAC jurisdiction, terming it cartographic aggression.
Boundary pillars erected in 1920s at Rongsai Bazar Bridge and other sites have succumbed to erosion, causing overlapping claims, while Assam-issued documents are being given to settlers in Kharsengdap, Khokapara, Kalapara and Besorkona, vitiating harmony, the coalition said.
It urged the government to safeguard historical boundary as per Rongsai Bazar Bridge and original course of Jingiram, lodge protest against unilateral RHAC survey inside Meghalaya villages, restore and re-erect dilapidated boundary pillars on war footing and constitute a joint verification team comprising officials and village elders for spot verification.
