Shillong, Sep 11: The Garo Hills Autonomous District Council (GHADC) launched two major governance reforms – GHADC Patta Management System Portal and Service Conduct Rules Book.
The initiatives were launched by Chief Minister Conrad K Sangma at Tikrikilla in presence of GHADC CEM Dhormonath Sangma, Tourism Minister Timothy D Shira, Deputy Speaker Limison D Sangma and MLA Jimmy D Sangma.
The Patta Management System Portal is a digital platform to streamline land records and patta management, aiming to bring transparency, ease of access and efficiency in land documentation in GHADC areas.
The Service Conduct Rules Book lays down comprehensive rules for functioning and conduct of Council employees to bring professionalism, accountability and administrative discipline.
Commending GHADC for initiating transformation, the Chief Minister said these are part of a larger governance reform process.
On Separate Electoral Roll (SER), the Chief Minister described it as a historic and bold decision. “We have passed rules and resolved long pending problems once and for all. No non-tribal should feel hurt. We are not against any community. We have lived peacefully for ages and will always live together. This decision was necessary to bring clarity and protect the interests of tribal communities,” he said.
The launch was held during the CM’s visit to Tikrikilla and Raksamgre where he also laid foundation for RCC Bridge at Jangrapara, inaugurated Tourism Guest House at Nagargaon, laid foundation for guest house at Raksamgre, and inaugurated private agro unit Megha Agro Gold.
The Chief Minister said the government built close to 3,500 km roads in the last 7-8 years, sanctioned over Rs 200 crore in last 4 years for 56 blocks for schools, block offices and health centres, and Dhubri-Phulbari bridge worth Rs 3,500 crore nearing completion will open new economic corridor for NE.
He also proposed a major corridor from Dalu to Baghmara, Baghmara to Ranikor, Ranikor to Shella and Ratacherra up to the Bangladesh border connecting Silchar, Manipur, Mizoram and Tripura.
At the Don Bosco Higher Secondary School, Tikrikilla, the Chief Minister attended St Joseph Sodality Zonal Convention and inaugurated an extended school building and renovated computer lab.
He said education gets the highest budget allocation of over Rs 3,500 crore annually and focus now is on quality of education, not just quantity.
