Shillong, Aug 16: Alleging serious deficiencies and deviations from the sanctioned detailed project report (DPR), approved drawings and technical specifications in the ongoing Kherapara–Diganggre PMGSY road project, one Sairill D Marak has submitted formal complaints before the concerned government authorities, seeking an immediate technical inspection and appropriate action.
The road project is being executed by JC Infra Corp Ltd, Marak said.
According to the complaint, serious concerns have been raised over the quality of construction, particularly the alleged use of local soil/earth mixed with cement instead of approved sand in the construction of roadside drains. The complainant has urged the concerned department to conduct an immediate technical inspection and verify whether the materials and workmanship conform to the approved DPR, estimate, drawings and applicable technical specifications.
Marak submitted photographs to back up his complaint.
He further pointed to several alleged deficiencies along the road, including the absence or incomplete construction of protection walls, covered drains, kilometre stones, crash barriers and chainage markings.
Concerns have also been raised regarding the construction and alignment of certain culverts, including the adequacy of headwalls, facewalls and other required structures.
Another serious concern raised in the complaint relates to the alleged extraction and use of stone and earth/material from a river area for road construction. The complainant has requested the competent authorities to verify the source of the construction materials and whether the required permissions and applicable technical and environmental requirements have been complied with.
The first written complaint regarding the alleged irregularities was submitted at Asugre Police Outpost on August 2.
Four days later copies of the complaint were submitted to the Executive Engineer, PWD (Roads), Barengapara Division; Superintending Engineer, PWD (Roads), Tura Circle; Deputy Commissioner, West Garo Hills, Tura; Deputy Commissioner, South Garo Hills, Baghmara; and Superintendent of Police, South Garo Hills, Baghmara, along with other concerned authorities.
However, according to Marak, no satisfactory written response, inspection report or action-taken report had been received as of August 14.
“This road is important for the people and public safety. The concerned authorities should immediately inspect the work and ensure that the road is constructed according to the required engineering standards and approved specifications,” Marak said.
