Shillong, Jun 23: KHADC chief Winston Tony Lyngdoh has criticised Leader of the Opposition, Titostarwell Chyne, for his push to delete the entire Khasi Hills Autonomous District Council Service Rules, 2026 saying the move showed arrogance and a lack of respect for the Executive Committee’s work.
Lyngdoh said service rules, implemented after 65 years, were designed to enhance the recruitment and appointment processes within the council. He stated that these rules were the result of significant deliberation and effort from the executive committee.
He said that Chyne, as one of the senior-most MDCs, should have offered specific amendments instead of outright attempting to nullify the complete set of rules.
Chyne walked out of the council meeting, accompanied by opposition MDCs, following a dispute over an amendment to the service rules that was ruled inadmissible by Speaker Strongpillar Kharjana on the last day of the budget session recently.
Lyngdoh expressed disappointment, noting that a respectful debate could have taken place had Chyne proposed clause-by-clause amendments. He stated that seeking to delete the rules entirely undermined the committee’s dedicated efforts and showed a lack of respect for their work.
