Shillong, Feb 26: The Khun Hynñiewtrep National Awakening Movement (KHNAM) has written to the Chief Executive Member of the Khasi Hills Autonomous District Council (KHADC) raising concerns over the lack of Utilisation Certificates (UCs) for grants provided to educational institutes.
In an RTI reply, KHADC revealed that it had provided over Rs 86 lakhs financial assistance to education institutes from 2019-2025, but did not insist on UCs.
KHNAM leader Thomas Passah questioned the absence of UCs, citing concerns over potential misuse of public funds. “The very objective of the Utilisation Certificate is to ensure public money is utilised effectively and transparently. Not insisting on UCs paves the way for misutilisation, which is against clean governance,” Passah said.
The party has requested the KHADC to make UCs mandatory for grants, ensuring accountability and transparency.
“When public money has been given, it’s essential to know where and how it’s utilised,” Passah added, seeking action and decision from KHADC on the matter.
