Shillong, Sep 9: Five months have lapsed yet the State government has not received the final post mortem report of Home Guard personnel, Ribokson Dkhar Sawian who died on training in Assam.
Sawian was found dead on April 9, 2025, during a Basic Disaster Management Course at the National Disaster Response Force (NDRF) training institute in Guwahati.
Civil Defence & Home Guards Minister Comingone Ymbon told the Assembly on Tuesday that the family members had requested the office of the District Training Centre Home Guards, East Khasi Hills, to take up the matter with North Guwahati Police to issue a clearance certificate and submit it at AIIMS Guwahati to obtain the final post mortem report.
However, the minister informed that the final post mortem report has not been completed till date.
The minister also informed that the centre had assisted the family of the deceased Guardsman in acquiring the death certificate and preliminary post mortem report, which were handed over to the family members on June 18, 2025.
The minister also stated that the leave encashment amount of Rs 1,49,795 was credited to Sawian’s wife, Evalyne Lamare, on July 8, 2025. However, the NPS contribution could not be credited to his wife since he had nominated his minor daughter as the beneficiary.
Ymbon also provided details of the circumstances surrounding Sawian’s death, stating that he was last seen proceeding to the washroom to take a bath at around 7 pm on April 9. When he failed to return to the barracks, his colleagues initiated a search, which continued until the early hours of the next day. Despite comprehensive efforts, Sawian’s whereabouts remained unknown until his body was found by police personnel from Gauripur Police Outpost.
