The Dorbar ki Waheh Kur Ri Jaintia has urged the district heads of the region to make the certificate issued by the clan elder (Waheh Kur) mandatory in obtaining a Schedule Tribe Certificate for the Jaintia or the Pnar category.
The office of the Deputy Commissioner and Civil Sub Divisional Offices of the State are authorised to issue a caste certificate.
The dorbar of the clan elder today met with West Jaintia Hills Deputy Commissioner Batlang S Sohliya informing him about a resolution passed by it on June 8 and said that the clan certificate must be insisted from an applicant.
The dorbar also said that the Scheduled Tribe Certificate should be issued only to individuals who take their surname from their mother. “This will go a long way to prevent misuse of the Scheduled Tribe Certificate by undeserving and unscrupulous individuals who seek to exploit the system and play a fraud on the Constitution of India,” Dorbar president Khroo L Pariat said.
He said that the Supreme Court of India had ruled that obtaining of Scheduled Tribe Certificate by undeserving individuals who claimed to be Scheduled Tribe members is a fraud on the Constitution of India apart from the criminal liability of the offending individual.
Further, the dorbar also urged the DC to reject all applications of individuals who take the surname of their paternal grandmother, the mother of their father, stating it is against the spirit of matrilineal system.
Meanwhile, the decision was also put up with the Chief Executive Member of the Jaintia Hills Autonomous District Council urging it to issue necessary directions or orders in this matter.
