Deputy Chief Minister Prestone Tynsong, who holds the District Council Affairs portfolio, today raised serious concerns over the conduct of the recent summer session of the Khasi Hills Autonomous District Council (KHADC), calling it a bad precedent that needs urgent correction.
Speaking to reporters, Tynsong criticised the Voice of the People Party (VPP)-led executive committee for deviating from legislative norms. He revealed that 11 MDCs have approached him regarding the sudden call for a vote immediately after the budget was tabled, something he described as highly irregular.
“During any budget presentation, voting is never called for. But on that particular day, the [KHADC] Chairman called for a vote right after the budget was laid. That’s completely wrong and unheard of,” Tynsong said.
He also took a pointed dig at Chairman Strong Pillar Kharjana, urging him to familiarise himself with legislative procedures. “He needs to do his homework,” he said, adding that the council must follow the 1951 rules for the ADCs in Meghalaya and, if necessary, the rules followed by state Assemblies or Parliament.
Asked whether he would formally write to the EC, Tynsong said the matter should first be resolved internally. “It is up to the council to correct its course,” he noted.
However, the Deputy CM warned that ignoring such procedural lapses could have long-term consequences. “If we allow this kind of practice to continue, it sets a dangerous precedent. Future members may follow these errors, thinking they are acceptable. It’s important for everyone in the house to understand their roles and responsibilities,” he added.
