The North-Eastern Hill University Teachers’ Association (NEHUTA) has demanded the removal of Tura campus- in charge Sujata Gurudev.
The teachers’ association said that the appointment of Gurudev, a professor, as campus director is “unstatutory, arbitrary and patently irregular” according to the NEHU Act and Statutes.
“Gurudev was in complicit in the clandestine handing over of the Tura Campus development works to Manipur Tribal Development Corporation for tendering, bypassing the Central Public Procurement Portal, which is in violation of General Financial Rules and there are serious procedural flaws in the entire process,” the teachers said.
NEHUTA’s demand was made during an executive committee meeting held on February 10 to discuss several pending issues related to teachers and the overall functioning of the university.
The teachers have sought for an appointment of a regular Dean for the School of Social Sciences based on the principle of rotation according to seniority and Director of the North Eastern Regional Centre of the Indian Council of Social Science Research (ICSSRNERC).
It also demanded holding of the Career Advancement Scheme promotion from Stage 5 to Stage 6 that was delayed, constitution of a new committee, with a professor serving as the chairperson, to oversee the proper functioning of the guest house, reconstitution of the building committee a senior professor as the chairperson as the convention in the past, reconstitution of the transport committee chaired by the Registrar, who according to the NEHUTA, is not supposed to be the chairperson.
Besides repair and maintenance of faculty quarters, the teachers also want NEHU to retender construction works at Tura Campus since it has been outsourced to the Manipur Tribal Development Corporation, bypassing the Central Public Procurement Portal (CPPP), which is in violation of General Financial Rules. “We request that these works should be retendered in compliance with the General Financial Rules immediately. We also demand that the digital signature in the CPPP, which is currently in Omkar’s Singh’s name, be changed immediately in the National Informatics Centre (NIC) under the Ministry of Electronics and Information Technology (MeitY),” NEHUTA said.
Calling for a regular executive council meeting that was not held for the last three months, the association said all the construction, repairs work and other important activities of the university are stuck.
